Tiber Creek Consulting, Inc. is seeking a “hands-on” Software Solutions Project Manager (PM) experienced in Agile software solution development and Army Reserve personnel systems and programs to telework and work on site at Fort Liberty NC. Familiarity with USARC personnel mobilization planning, analysis, policy procedural guidance, and training is also required. You will provide day-to-day technical/professional guidance and leadership as you oversee the operational planning, administration, execution, and evaluation of a multifaceted program while serving as principal point of representation and liaison with external constituencies. You’ll work with software implementation teams as they design and create user interfaces and customer products; assess data quality and create and validate business logic to obtain, translate, and address customer requirements for solutions that use Microsoft SQL Server Management Studio and ASP.NET. You must possess a strong track record of effectively managing competing priorities, understanding software development, and the ability to successfully implement project management methodologies and techniques. You must be versatile, adaptable, and experienced at responding to issues, making pivotal decisions for the project and helping to manage deliverable quality and content. Experience in IT services and solutions, subject matter expertise and vigorous dedication to improving the performance of current program initiatives will ensure your success in this position.

Education:Masters’ degree, B.A. or B.S. degree required; PMP Certification is highly preferred.
Experience:10-12 years of experience working in large enterprise data environments; IT project management and Army Reserve personnel systems and programs experience required.
Clearance:Active DoD SECRET Clearance is required.
Related Experience Should Include:
  • IT project / software solution management for Army Reserve personnel systems and programs as well as familiarity with USARC personnel mobilization planning, analysis, policy procedural guidance, and training.
  • Coordinating efforts on an Agile, software development lifecycle project is required.
  • Collaborating with product team and customers on a complex multi-component system with a graphical user interface and database comprising millions of records.
  • Microsoft SQL Server Management Studio and Visual Studio experience required.
  • Executing business process re-engineering and/or improvement projects and supporting mission-oriented business functions or research (e.g., data assessments, functional evaluations, gap analyses, etc.)
  • Working with matrixed teams and individuals both virtually and in-person.
  • Direct interaction with high-level customers, to include independent presentations and program/policy recommendations.
  • Proficiency in an automated program management tool.
  • Adherence to quality management best practices and continuous process improvement.
Job Duties:
  • Oversight and reporting on all aspects of program performance (i.e., technical, contractual, administrative, financial) and full-scale client support.
  • Communicate with the Contracting Officer's Representative (COR) and Government PM, responding to their RFIs and keeping them abreast of project status. Respond to client inquiries, providing the proposed course of action and estimated time to delivery.
  • Adherence to Program Management Plan that guides the performance of all activities performed on the contract. Generate task descriptions and track derived requirements in support of project management.
  • Interface with corporate resources to ensure timeliness and quality of all services, products, and deliverables.
  • Provide guidance and facilitate communication with the team and work directly with the customer to ensure requirements translate to technical directions.
  • Recommend design and analytic approaches to customers, manage multiple complex tasks with tight deadlines and proactively collaborate with a variety of subject matter experts.
  • Assist the customer in defining requirements, attend design meetings, attend/host product demonstrations, respond to and answer ad hoc requests, and support the project team.
  • Continually improve program and process efficiencies and effectiveness.
  • Perform technical scope and risk assessments and assessments for change requests.
  • Monitor customer help tickets, address customer inquiries, and resolve issues.
  • Participate in one of multiple corporate process improvement teams.
  • Participate in corporate responses to Requests for Proposals and/or task orders.
Minimum Qualifiers:
  • Must be local to Fort Liberty, NC.
  • DoD Secret Clearance Required.
  • Unable to work with 3rd party candidates or agencies.
