Military Functional Analyst
On Site in Arlington VA

Tiber Creek Consulting, Inc. is seeking an on-site Military Functional Analyst to work daily in Arlington, VA with our Army National Guard client. You will assist the customer in defining and refining requirements, attend design meetings, attend/host product demonstrations, respond to and answer ad hoc requests, and support the software solutions project team. You will design and create user interfaces and customer products, automate work flows, assess data quality, create and validate business logic, and obtain, translate, and address customer requirements for solutions that use Microsoft SQL Server. You will recommend design and analytic approaches to customers. Strong organizational and time-management skills, comfort learning new technologies and systems, ability to articulate business processes into automation solutions both verbally and in writing, strong interpersonal skills, attention to detail, and a customer service-oriented mindset will assure your success in this position. Army HR systems knowledge / experience is required to be considered for this position.

Location:On site in Arlington VA
Education:BA/BS degree or AA degree and 7 years’ work experience.
Experience:5 years’ work experience to include Army HR systems knowledge.
Clearance:DoD Secret clearance is required.
Related Experience Should Include:
  • Functional knowledge of the US Army military human resource processes and procedures.
  • Subject Matter Expertise and solid understanding of automated military systems.
  • Answering Ad hoc requests; Ad hoc reporting and other daily customer support and interaction.
  • Executing business process re-engineering and/or improvement projects, supporting mission-oriented business functions or research (e.g., data assessments, functional evaluations, gap analyses, etc.) and related applications or automated systems.
  • Working as part of a Software Solution team for DoD customer.
  • Demonstrated organizational, planning skills needed to track each request and its fulfillment.
  • Advanced verbal and written communication skills, including experience and confidence interacting with high-level clients and creating and presenting demos and briefings.
  • Knowledge of SQL, including the ability to read and design queries and stored procedures is preferred.
  • Technical knowledge of relational database design, metadata management techniques, and a working understanding of tools used for database, content, and metadata management is preferred.
Job Duties:
  • Work with customer and one or more Agile software implementation teams to design user interfaces, automate work flows, design data models, and obtain, translate, or address customer requirements.
  • Create and deliver presentations and program/policy recommendations to senior government officials and/or corporate counterparts.
  • Create and provide briefings.
  • Present Tiber Creek products at workshops and conferences and conduct individual and/or group training and demonstrations of products and tools.
  • Clearly communicate highly technical details to customers who have little or no programming, database, or software development knowledge.
  • Generate Ad hoc task descriptions and track to completion in project management tool.
  • Satisfy Ad hoc requests for reports or information, leveraging internally developed tools and / or direct SQL.
  • Address customer help tickets and customer inquiries and resolve issues.
  • Develop and document functional requirements, working with customer, project, and technical team.
  • Collaborate with product team and customers.
  • Participate in process management, engineering, and improvement.
  • Provide functional assessments for change requests.
Minimum Qualifiers:
  • Candidates must have current DoD Secret clearance.
  • Candidates must be local to Arlington VA.
  • Unable to work with 3rd party candidates or agencies
