Program Manager U.S. Army Cybersecurity

Tiber Creek Consulting is seeking an experienced Program Manager (PM) for a contingent on-site position in support of The U.S. Army Human Resources Command (HRC) Personnel Information Systems Directorate (PERSINSD), Cybersecurity Division (CSD) in Fort Knox, KY.

Ideal candidates have an HRC background and experience with the CSD. In this position you will serve as the primary point-of-contact to the Government customer. Your experience providing contract oversight for the quality and efficiency of the project, to include both technical issues and business processes make you an ideal fit for this position. You will be accountable for service delivery and technical management of the contract and responsible for assigning tasks to personnel, supervising on-going technical efforts, tracking deliverables and scheduling milestones, managing budgets and staffing levels, and project status reporting.

Qualifications Include:
  • Active DoD SECRET clearance is required.
  • DoD 8570 IAT- II certification (i.e. Security+ CE) is required; IAT - III certification is preferred.
  • Experience as a PM or APM managing a complex IT project for a DoD or Federal Government client is required.  Recent experience managing IT projects at U.S. Army Human Resources Command (HRC) or related organizations is desired.
  • Bachelor’s degree in Cybersecurity, Computer Science, Engineering, Information Technology, or a management related field is desired (advanced degree/certifications may be substituted).
  • Project Management Professional (PMP) certification is desired but not required.
Required and Preferred Experience Includes:
  • Army Human Resources Command background and Personnel Information Systems Directorate (PERSINSD), Cybersecurity Division (CSD) experience are highly desired.
  • Proven record of success in managing day-to-day tasks leading a technical team, collaborating closely with the team and clients, and managing scope of the project, deliverables, cost, contract activities, risk, and personnel.
  • Knowledge of and experience with IT Project Management processes including, but not limited to industry standard Project Management principles and practices such as those defined by the PMI in the PMBOK Guide.
  • Thorough understanding and experience in DoD Cybersecurity policies, processes and organizational structure, particularly related to Requirements Management Framework (RMF). Experience with generating RMF Certification and Accreditation (C&A) packages to maintain Authorization to Operate (ATO).
  • Experience supporting DoD Command Cyber Readiness Inspections (CCRI).
  • Management of Plans of Action and Milestones (POA&Ms), IT Incident Response (IR) actions, tracking reporting and processing of Cybersecurity Tasking Orders, Warning Orders and Operation Orders.
  • Experience supporting Assessment and Authorization (A&A) requirements for annual Federal Information Security Management Act (FISMA) reporting.
  • Existing professional relationships with current government IT stakeholders at Fort Knox, and external Cybersecurity related organizations such as NETCOM, ARCYBER, and DISA.
  • Experience with DOD Cybersecurity tools such as ACAS, Fortify, ArcSight, eMASS, HBSS.
